ARTICLE I - GOVERNING RULES

A. Unless otherwise specified, Bay Harbor Minor Hockey Association (B.H.M.H.A.) will conduct all operations and activities in conformity with the rules and regulations of USA Hockey, Inc., California Amateur Hockey Association (CAHA), and Southern California Amateur Hockey Association (SCAHA).

ARTICLE II - EQUIPMENT

A. It is mandatory that full equipment be worn for all practices , clinics and games and no one under the age of 18 shall be allowed on the ice unless in conformity with this rule.

B. Full equipment consists of: helmet with ear guards and full face protection, mouthpiece, neck guard (black), shoulder pads, hockey shorts (black), devise for holding up socks, protective cup, shin guards, skates, elbow pads and gloves. Goalie ' s equipment consists of b locker, g love, s tick, g oalie helmet , c hest protector, g oalie pads, cup protector , and s kates.

C. No modifications to equipment design is allowed and all equipment is to be secured properly. This inludes cutting of the pants.

ARTICLE III - UNIFORM

A. All players' uniforms shall conform to the current Uniform Code . Failure to comply with Uniform Code is grounds for disciplinary action up to an d including suspension of player, Coach and M anager .

UNIFORM CODE

1. Numbers. Call the Director of Equipment for assignment of player numbers. Have several alternate numbers in mind if requesting a preferred number.

2. Crests. Crests should be purchased from Bay Harbor or its approved representative. One Crest is needed for each jersey. Call the B .H.M.H.A. Controller for details .

3. Jerseys. Jerseys are made by CCM or equivalent. They are patterned after the Detroit Red Wings uniforms and are available from most hockey pro shops. Each player needs a home (white) jersey and a traveling (red) jersey. The jersey should have the player's number in contrasting colors (red on white, white on red) on the back (9 1/2-inch) and on the sleeve (4-inch). The number on the sleeve should be affixed immediately below the shoulder seam. The player's last name should be on the back above the number using 3-inch letters, unless the length of the player‘s name prohibits this size letter, under which conditions smaller letters may be used. No patches or alterations are allowed on the uniform, unless prior approval by the Board of Directors is granted.

4. Socks . Each player needs both home (white with red stripe s ) and travel (red with white stripe s ) pairs of socks. They are to be worn as a matching pair for all games. They are available at most hockey pro shops.

5. Helmets. Black or w hite HECC approved helmets are required. No stickers are allowed that are not B.H.M.H.A. approved . Painting of helmets is prohibited, with the exception of g oaltenders.

6. Gloves. Black, white or red gloves or any combination thereof, are required.

7. Pants. Black h ockey shorts are required. Hockey shorts must be in proper repair and not altered from the manufacturer's design.

8. Warm- ups. Jackets are to be worn to all games, including exhibition and tournament. Warm - up pants may be worn at the team's discretion. Club approved patches and all USA Hockey affiliate patches may be worn on the warm-up jackets. Warm-up suits are to be ordered through the Director of Equipment.

9. Players shall be in compliance with the U niform C ode within 30 days after their registration with the C lub.

NOTE : When purchasing new equipment, it is to the player's benefit to have the color of equipment match his/her teammates. It makes it very difficult for opponents to single out someone if everyone looks the same , e specially when in the checking divisions.

ARTICLE IV - RELEASES

A. All releases shall be in conformity with current SCAHA Rules and Regulations.

B. A player may secure a release only upon full payment of his financial obligations to B.H.M.H.A. and upon return of any and all equipment belonging to B.H.M.H.A.

C. The Director of Coaches and the Director of Player Development shall be notified in writing of all requested releases.

D. . Releases must be requested in writing, to the Club Registrar, by the player's parent or legal guardian.

ARTICLE V - PLAYING OUTSIDE OF DESIGNATED DIVISION

(This Article to apply only when, and to the extent permitted by, USA Hockey, Inc., CAHA and SCAHA.)

A. Any player may request to try out for reassignment to a higher division providing they secure a B.H.M.H.A. team release in the following manner:

1. Player ' s parent or legal guardian must submit a written request to the Director of Coaches with a copy to the Director of P layer Development no later than the beginning of scheduled tryouts .

2. The Director of Coaches and Director of Player Development must approve the player's trying out with the requested division.

3. If the Director of Coaches and/or Director of Player Development refuse to allow the player to try out with their requested division, the player may appeal to the President who may appoint a Review Committee to rule on the matter.

4. The player is required to try out at his/hers own division as well as at the level to which he/ she is requesting reassignment.

B. A player may request reassignment to a higher division providing they secure a B.H.M.H.A. team release in the following manner:

1. Player's parent or legal guardian must submit a written request to the Director of Coaches and a copy to the Director of Player Development .

2. The Coaches Committee (B.H.H.C.C.) will evaluate the player's abilities and make a recommendation to the Board of Directors.

3. The Board of Directors will make a determination with regard to the player's request.

4. If the Board of Directors turns down the request, the player may appeal to the President who will submit the appeal to the Review Committee.

5. The Review Committee will make a recommendation to the President.

C. A player who requests reassignment to a higher division must be requesting reassignment only to the A level or higher of the division and shall be returned to his/her original division if not accepted at the A level or higher of the division he/she is requesting with the following exceptions: (1) the Junior level, (2) goaltenders, (3) w hen his/her age appropriate level does not have a team to suit the player's skill level determined by the Bay Harbor Coaches Committee.

ARTICLE VI - INJURIES

A. Any injury sustained while participating in a practice or game must be reported to the Coach and an injury report must be filed with B.H.M.H.A.'s President and the Registrar at end of the game or practice by fax and phone or e-mail. All game injuries MUST be documented on the score sheet.

B. If any Coach or Manager is aware of an injury, whether or not hockey-related, of sufficient seriousness to warrant medical attention, it is necessary for that injured player to provide the Coach, Team Manager and the Registrar with a medical release form or copy thereof before returning to the ice. No exceptions. Failure of a player, Coach, Team Manager, or Registrar to comply with this rule may result in suspension . If a player does not seek medical attention for any reason, a B.H.M.H.A. liability waiver is required to be signed by the player's parent or legal guardian.

C. If a medical condition prevents a player from playing for thirty (30) days or more, a dues credit may be issued upon request of the parent to the Controller .

ARTICLE VII - TOURNAMENT RULES

A. Tournament rules for B.H.M.H.A. sponsored tournaments shall be consistent with those of USA Hockey, Inc., except as otherwise provided.

B. Player additions to teams on which they do not normally play can only be made from equal or lower division teams.

C. No one player may play on more than one team in the tournament.

D It is expected that all B.H.M.H.A. teams will support B.H.M.H.A. by giving priority participation to home tournaments as long as there is an appropriate age and classification available. A request for release from the B.H.M.H.A. tournament must be presented to the Board of Directors with sustaining facts and the team m ay be released by a majority vote of the Board of Directors.

E. For the entire SCAHA season, all players of a team are expected to pay their share of tournament fees whether or not they participate, unless the individual team agrees to do otherwise.

POLICIES

ARTICLE I - SAFETY

A. Unless part of an approved drill or game, pucks are not to be shot toward the boards where spectators or players could be injured. Spectators watching from the boards assume responsibility for injuries sustained from stray pucks.

B. Players not involved in the current game or practice may not watch from the team's bench unless they are wearing full gear . Suspended players are not to be on the team bench during games.

C. Players must dress in the gender appropriate dressing rooms.

ARTICLE II - DUES, FEES AND REFUNDS

A. Dues and fees will be determined annually by the Board of Directors and are nonrefundable after September 15 unless approved by the Board of Directors. Anyone who registers after registration day has thirty (30) days or your money is non-refundable.

B. Dues payments are due on or before the first (1 st ) of each month. If payment has not been received by the tenth (10 th ) of that month, notice will be given to the parents by the Controller. If dues are not made current within a week of notification, a list of players whose dues are delinquent will be given to the President, Director of Coaches , Team Manager and Coach, and those players will not be allowed on the ice for practices or games. Payment arrangements for special circumstances can be made with the Controller.

C. It is the responsibility of the Team Manager and Coach of each team to see that players whom they have been advised are in arrears in dues payments not be allowed on the ice. Failure to comply will be grounds for suspension for the player, Coach and Team Manager.

D. B.H.M.H.A. may pay for the registration of B.H.M.H.A. teams that qualify for the State Tournament.

E. All parents, legal guardians or players over the age of eighteen (18) shall sign an agreement at registration committing them to participate for a total of twelve (12) hours per season, as requested, in activities of B.H.M.H.A. or to find a suitable substitute for such activities.

F. The Team Manager , or team member responsible for collecting team funds will provide team members and the Board of Directors with a general accounting of team funds collected and expended at least twice a year; once at the winter or Christmas break, once at the final week of the team's season and upon request .

G. Our Refund Policy, In the event a player quits after Oct. 1, 2009, full membership payment for the entire season could be assessed pending a Board of Directors review. A player will not be permitted to play at another club until the financial debt is cleared at Bay Harbor. Exception: Medically documented injury or illness, proof of which must be submitted to the Board of Directors.

In the event a medical condition prevents a player from playing for thirty (30) days or longer, a dues credit will be issued upon written request to the Bay Harbor Controller, showing the date and proof of incurred injury.

The LOI registration deposit of $500 may be partially refundable upon written request to the Bay Harbor Controller, if received no later than August 28, 2009. After that date, the $500 is non-refundable.

ARTICLE Ill - REGISTRATION AND TEAM FORMATION

A. Members of B.H.M.H.A. shall register with the Registrar and shall pay a nonrefundable registration fee in an amount to be determined by the Board of Directors. Players registering after October 31 may have their dues pro-rated.

B. Priority in registration will be given to current members of B.H.M.H.A. with new members being allowed to register thereafter on a first come , first serve basis after August 15. All others will be placed on a waiting list with all funds refunded if registration cannot be accommodated due to a lack of openings.

C. Players who have not previously played for B.H.M.H.A. or other officially recognized hockey club should be placed initially in an in-house program for one season unless they are chosen and agree to move up to a travel team.

D. Try-outs: The B.H.H.C.C. will evaluate players for placement in AA, A, BB, B, and C divisions. Decisions as to team and division placement shall be made for AA divisions by August 15th, for A divisions by September 1 st , and for B and C divisions by the end of September. Players may be added to AA, A, BB, B and C level teams until dates specified by SCAHA, CAHA, or USA Hockey. Any problems with placement should be handled through the Coaches Committee and/or the Review Committee. These dates can be modified by the B . H . M . H . A . Board based on SCAHA , CAHA and USA Hockey schedules.

E. Teams should be formed with an initial roster of a minimum of fourteen (14) skaters with others to be added at the Coach's discretion and within the time guidelines provided. This requirement can be reduced to the SCAHA min imum with Board of Director approval if a team is finding it difficult it to field fourteen (14) players .

F. Should it be determined to split existing teams, the Coaches involved in the team split shall, under the guidance of the Director of Coaches, determine the composition of each of the teams. It is desirable to place players of equal skill level on the same team.

G. At the time of registration all players, parents, legal guardians and Coaches shall receive a copy of the By-laws, Rules and Regulations and Policies for which they will sign, signifying their agreement to abide by the provisions of those documents.

H. Team rules approved by the B.H.H.C.C. should be handed out with the L ett er of I ntent. Team rules will be consistent with the By-laws and Rules and Regulations of B.H.M.H.A.

ARTICLE IV - GAMES AND PRACTICES

A. Only B.H.M.H.A. members in good standing shall skate at B.H.M.H.A. games and practices . O utside skaters who are USA Hockey registered may be allowed to participate in designated hockey clinics and special programs as designated by the Board of Directors.

B. Only registered Coaches, Assistant Coaches or those awaiting the next qualification class shall be allowed on the ice . I n the event of player injury , a registered Manager shall be allowed on the ice to provide assistance.

C. Coaches are responsible for discipline of players on the ice. Failure to follow Coach's directions may result in the player being asked to sit or leave the ice. If a player has been disciplined , the Coach is required to discuss the incident with the Team Manager and there should be a meet ing of the player, Coach , Team Manager and parents or legal guardians . The notes to that meeting will be filed with the Director of Coach es and the President within seven ( 7 ) days. Continued disciplinary problems may result in action by the Review Committee, which may include, but is not limited to, suspension, probation or dismissal.

D. Changes of scheduled practices must be approved by the Ice Convenor . Changes of scheduled games, including rescheduling shall be consistent with the SCAHA Rules and Regulations. A ny additional ice scheduled for the team will be billed to the team , regardless of whether it was used or not , unless approved by the Ice Convener and Controller.

E. If a game starts late because of overtime in a preceding game, that game shall be no longer than one (1) hour and fifteen (15) minutes excluding the ice cuts for A and B teams.

F. Running time will be used to keep on time at the discretion of the Executive Board member who is acting in their capacity as Club overseer of the activity or the Head Referee when no Executive Board member is available, as per SCAHA regulations .

G. Both teams should have a representative in the scorekeeper's box at all games.

H. Games may not be played without a score sheet.

I. Games are not to be played without a minimum of two sanctioned referees.

J. Teams not supplying a scorekeeper and timekeeper for home games are subject to forfeiture of the game.

K. Major penalties such as game misconducts, match penalties, and gross penalties plus any game irregularities or injuries must be noted on the score sheet. Score sheets must be turned into the B.H.M.H.A. office no later than 48 hours after the scheduled game is played. Exception would be out of town tournament in which score sheets need to be turned in within 48 hours of the teams return. The game summary sheets must also be faxed to the SCAHA representative within SCAHA's guidelines.

L. Players at the AA , A and BB levels may not receive equal ice time during games; provided, however, that Coaches will do their best to improve all players' skills so that their participation in games may be maximized. Players on B, C, and In-House divisions shall be given equal ice time except for the last 5 minutes of a game or on special teams (power play, penalty kill, etc.) If for any reason there are disciplinary issues that have been levied against a player as described in Section C above , equal ice time may not be achieved at the B and C levels . . Goaltenders will share equal ice time as well on a B or C level team as long as there are no disciplinary issues that have warranted ice time not being equal as described in Section C above. A goaltender is not required to skate out to fulfill his/her ice time.

M. Forfeiture fees imposed on the Club through negligence by any B.H.M.H.A. team shall be born by that team. Appeals may be directed to the Board of Directors.

N. Forfeitures imposed on the Club through error by a member of the Board of Directors shall be born by the Club.

O. Players who are not registered on a specific B.H.M.H.A. team are not to participate in any on ice activity supported by the Club, except during a tryout, and B oard approved Club clinics .

P. Coaches must obtain permission from a non-team player's Head Coach before allowing that player to participate in any activity that is being conducted; activities include off-ice practices. This rule is in effect until the team the player belongs to is no longer practicing as a team.

Q. The player is required to be in good financial standing with B.H.M.H.A.

R. Coaches must put their request in writing and include both the Club President and Director of Coaches to have any player from another B.H.M.H.A. team work out with his/her team.

S. If a player a Coach wants to allow to participate is not the same age as his/her division, the Coach must also obtain a player up form before that player is

ARTICLE V - TOURNAMENTS AND TRAVEL

A. Managers should submit requests for team travel to out of state tournaments or exhibition games to the Registrar at least 45 days in advance. Failure to do so may result in a fine to the team. All tournament fees, except state championship, shall be the responsibility of that team unless pre-arranged by the Board of Directors.

B. Any information received by individuals about tournaments should be given to the Director of Tournaments so that it may be posted in the office tournament book and made available to all teams/divisions.

C. If a Coach is planning to put a team together for a summer tournament, and intends to ask non-B.H.M.H.A. players to join this team, the Coach must wait until the SCAHA free agent date is in effect before contacting those players. Currently the free agent date is May 1st. If not, the Coach is in violation of SCAHA recruiting rules.

D. For the entire SCAHA season, all players of a team are expected to pay their share of tournament fees, whether or not they participate, unless the individual team agrees to do otherwise.

E. Player misconduct on or off ice at a tournament may result in the Coach removing the player from further participation in that tournament or future games.

ARTICLE VI - BAY HARBOR HOCKEY COACHES COMMITTEE (B.H.H.C.C.) POLICIES

A. Coaches Conduct

1. All Head Coaches and/or assistant Coaches must attend meetings of the B.H.H.C.C. and team meetings. Failure to do so will result in suspension or dismissal contingent upon a majority vote of the B.H.H.C.C. and the Board of Directors.

2. All Head Coaches and Assistant Coaches must attend practices and games consistently during the regular hockey season. Failure to do so will result in suspension or dismissal contingent upon a majority vote of the B.H.H.C.C. and the Board of Directors.

3. All Coaches are required to maintain the highest standard of conduct. Remember that players and their parents are looking up to the Coach, who is a role model, and sets the rules. Coaches cannot expect parents and players to act differently from themselves. The Coaches presence represents the B.H.M.H.A.

4. Members of the B.H.H.C.C. are not to use profane language or gestures before, during or after a game or practice. Failure to comply may result in suspension or dismissal contingent upon a majority vote of the B.H.H.C.C. and the Board of Directors.

5. Coaches are required to conduct practices in such manner as to assure the safety of all players at all times. The responsible Coach is required to prepare the rink for practice (closing all rink-doors, check for damaged board or ice surface etc.) before on-ice activities start.

6. A primary responsibility of B.H.M.H.A. Coaches is the development of player individual skills and team play.

B. Player Conduct

1. All players are expected to make every on-ice and off-ice practice. Necessary absence because of illness or injury is really the only excuse. A phone call must be made to the Coach or Team Manager if a player cannot attend a practice or a game. A Coach cannot justify playing one player who skips practice over another who comes to practice consistently. Most importantly, a player who misses practices cannot justify that he/she is ready or in physical condition to play in a game. Team rules apply to how this will be handled but must be consistent with the By-laws and Rules and Regulations of B.H.M.H.A.

2. Head Coaches expect that each player give their maximum effort during practices and games. The Head Coach of each team has the authority to govern ice time participation that is consistent with the C lub By-laws and Rules and R egulations .

3. All players should be ready to go on the ice at least fifteen (15) minutes before the start of practice. If necessary, the team's H ead Coach has the authority to increase these times in the team rules .

4. All players should be at the game at least thirty (30) minutes before the teams go on the ice and be dressed at least fifteen (15) before the game starts for pre-game chalk talks. If necessary, the team's H ead Coach has the authority to increase these times in the team rules.

 5. Peewee players and above are expected to be self-sufficient and to put on their own equipment, including skates.

 6. Players are required to behave in a manner beneficial to the reputation of B.H.M.H.A. Players are required to conduct themselves according to the highest standards on or off the ice. Failure to do so will result in suspension or dismissal contingent upon a majority vote of the B.H.H.C.C. and/or the Board of Directors.

 7. Any player who fights will be reviewed and subject to disciplinary action by the B.H.H.C.C and /or the Board of Directors.

 8. There will be no criticism among players as this is detrimental to team spirit.

 9. Unsportsmanlike conduct, profane language or gestures, or negative comments as a member of B.H.M.H.A. will not be tolerated and may result in disciplinary action by the Coach , Coach es Committee and /or Board of Directors .

 10. The position which a player is played on the team is strictly up to the Coach. The exception is the goaltender position if the goaltender has no desire to skate out. However, the Coach should discuss with the player who is displeased the reasons why this position is the most beneficial to him/her and to the team.

 11. Teamwork and discipline are necessary for a successful hockey team. There is no "I" in team.

 12. B.H.M.H.A. has a zero tolerance for substance and alcohol use. Any player who is found to be using drugs or alcohol shall be removed from the Club with appeal rights to the Board of Directors.

B. Parents Conduct

1. Parents should remember that the purpose of youth hockey is to develop the physical, mental, and emotional growth of a child. Learning to be a team player is important and should complement learning to be successful as an individual player. Parents should be careful not to make unreasonable demands on Coaches and league officials. Remember that the child often imitates the parent---so set a good example of respect for others.

2. All parents are required to maintain courteous conduct toward all players, referees, Coaches and other parents.

3. No parents except Coaches, Assistant Coaches or Managers are to be in the area of the players' bench during games or practices. This includes the locker room before games at Peewee age and above. Under no circumstances is a parent to converse with his/her child either on the ice or on the bench during a game.

4. The position that a player is assigned on the team is strictly up to the Coach. The goaltender position is the only exception unless the player agrees with the Coach' s decision to play out. However, the parent of the player should have his/her child talk with the Coach when this seems to be a problem.

5. A parent with a problem of any nature must first bring that issue to the attention of the Team Manager. The Manager will discuss the problem with the Coach and jointly work toward a resolution of the problem. Should the Coach, Manager, or parents still be unable to resolve the problem, it shall be presented in writing to the President. Where applicable, a meeting of the B.H.H.C.C. shall be called to make a recommendation on the matter to the President. The President shall have the right to employ the Review Committee pursuant to Article XIII, Section E, i tem 5 of the B.H.M.H.A. By-laws . In either case, following recommendation from the B.H.H.C.C. or the Review Committee, final decisions shall rest with the President.

6. At no time are parents to confront or abuse Coaches, Assistant Coaches, referees and members of the Board of Directors or any opposing team or player. Failure to uphold this policy may result in disciplinary action.

7. B.H.M.H.A. has a zero tolerance for substance and alcohol use. Any parent or legal guardian who is found to be using drugs or alcohol shall be removed from the Club with appeal rights to the Board of Directors.

ARTICLE VII - FUNDRAISING

A. All fundraising, except 50/50 opportunity drawings, by any team must be scheduled through the Vice President - Financial Development and reported to the Controller

B. All funds raised for team expenses from 50/50 opportunity drawings will be kept by the teams selling them.

C. No team may open a checking account using B.H.M.H.A.'s name. D. If individual raises funds, for a B.H.M.H.A. team, the Controller will hold these funds to pay the expenses of that team. E. All donations of any kind must be reported to the Controller and the Vice President - Financial Development.
